มีความยุ่งยากซับซ้อน ในการเบิกจ่ายสวัสดิการ และมีกฎระเบียบเล็กๆน้อยๆ เยอะมาก ที่ไม่ได้ระบุไว้ในคู่มือพนักงาน หรือไม่ได้มีการประชาสัมพันธ์ให้ทราบโดยทั่วถึง
